this wasn't really designed to curb that playstyle but rather to try and address players playing overly defensively to farm cooldowns for blade level. these changes, however, do not address that and instead enforce playing even more defensively with lucilius

The thing about this change is that I see where it is coming from but it also feels difficult to address. Lucilius' most effective play style was to literally throw out every special they could to gain Levels so they could be a more effective character.
