This move is entirely driven by the inability of Germany to develop and deploy decent offensive Cyber capabilities. In the minds of the CDU it is simpler to mandate a backdoor than it is to fix the badly broken Verfassungsschutz so we could hack source devices like all other grown-up nations do

don’t disagree that this is a large factor here but not the only one. NSA has been pushing other TTCP members to lead on encryption backdoors because it’s intractable in the USA. I don’t think the UK is also pushing for this despite under investment in GCHQ offensive cyber but I could be wrong.
