Settling the Harry case is again money well spent for him. He’s had to admit wrongdoing only in the form of an apology, which means the authorities can ignore it. If it had gone to trial and the judge had made findings of fact, and referred possible offences to the CPS, it’d be very different.

Not really what happened. He got the admissions & apologies he wanted. He wouldn't have won any more if the case had continued & the risks were high. The real interest here is the admission that unlawful activity took place. Murdoch's group has never before admitted that

The apology was carefully worded and made no specific admissions.
A trial would have lead to a public judgment and specific findings of fact by a Judge which may have led to further criminal prosecutions.
He long said he wanted to expose Murdoch in a public trial.
Seems money spoke louder.

I don’t think anyone thinks it’s normal. Unfortunately it’s the government that legislates and holds inquiries and the police that investigate and refer to the CPS.
