We find a small average effect (0.03 - 0.04 SD), but this can still be cost-effective given you're training 1 or 2 people & benefits apply across a whole school

Meta-analysis really has value here, as many of the individual studies are under-powered to detect such a small effect, but pooling studies allows us to.

There are a lot of different kinds of programs here with a lot of different effects. Basic features such as the length of training (in days) or scale of intervention (in schools) don't predict that variation.

We also review some large-scale NGO and government programs to see how similar they are to evaluated programs. Programs with rigorous evaluations tend to be smaller, cheaper, & more focus on “high-quality practices,” but have a similar length and staffing ratios.

We also look at the characteristics of school leaders in middle income countries - they tend to have less education, training, experience, and autonomy than their counterparts in high-income countries.

To conclude, we still need more evidence on different design features - what kind of training works best. Few studies report costs, making it difficult to evaluate cost effectiveness. We also need more evidence on other outcomes besides test scores, such as student safety
