I can confirm that the Lightning-Blessed Spire is at least a toy coming in 11.1.7, doesn't appear to be from the Timewalking Vendor, but the currency might just be a placeholder as it does state 'PVEcurrency'. Justice points? Is that a thing? I haven't touched PVP in years haha
