If it has a specific context within ICE's structure, I have no idea about that. Some have compared it to a Roman fasces, often used by fascists. There is definitely similarity there.

No he probably did, just that to Miller the cops should be allowed to shoot anyone they don't like (aiders and abettors of a genuine invasion force) and everyone else should shut up unless they are with the terrorists. ICE being deranged violent dickheads is what they prefer and believe is right.
