I don’t understand the quote “Shoot for the Moon. Even if you miss, you'll land among the stars”

If you shoot for the moon and fall short… you wind up in low orbit. Not among the stars.

Wouldn’t it make more sense to shoot for the stars and if you fall short you land on the moon???
