City COO Stuart Dalgleish says this is a Government of Alberta report prepared by a consultant, and there is agreement to work under confidentiality. Distribution was limited to certain city officials on the basis it would be kept confidential, requested by the province.

City's solicitor says the legal team's perspective is the bulk of the AECOM report doesn't have information that must be kept confidential, so they don't agree with the provincial rationale.
