This is the point. To break as many things as irreparably as possible as quickly as possible before being stopped by either courts or midterms or public outcry.
If eventually forced to reinstate the eliminated positions, many will have moved on (gotta pay rent), so they put in loyalists.

I don't think people really get how these employee purges are just going to break the culture of public organizations for a very long time.
