Much easier (cheaper) to build a green field line than massively rework an existing major station (and the tracks on either side).

It's all working near operating railways (massive constraints on construction) *and* the existing services needs to be be maintained.

All of this is understandable (although judging by the most recent experiences in Melbourne I'd expect long planned disruptions and a lot of replacement buses involved), yet $4bn is still very, very expensive.

I wonder if Albion flyover is included in this number.
(Also: is it really necessary?)

Not really. There were problems during construction, but that just resulted in the opening date being delayed. Since it opened, everything has been fine.

It probably could have been built even cheaper. The Airport station is massive and the part along Tonkin Highway could have been built above ground. The contract being signed during the 2015 mining downturn really helped with the construction cost.

The projects are very different, yes, but rebuilding Sunshine station is not as complex as delivering two underground stations and 8 km of rail.
