You're more right than you might know!

Tolkien intended those to be interchangeable words, with goblins & orcs being a "typology" that spanned from gremlins to ogres, & with "uruk" being the word for Sauron's turbo-orc footsoldiers. Then he kinda muddied that a bit as he went & we ended up here.
