New Phyrexia was supposed to be the first in the block until you decided to focus the block on the war.

Innistrad was supposed to be the third because there wasn't a lot of faith in the horror theme so it was a standalone third set until it changed to fit Halloween's date.

Scars of Mirrodin block is definitely the first (as other replies said, was originally going to be a Reveal than NP *used* to be Mirrodin). For the second, best guess is Theros? Was supposed to start prehistoric and have big time jumps w/ each following set, but don't remember the planned endpoint.

New Phyrexia for the first one, and I believe Innistrad for the second - IIRC there was some doubt about how well Gothic Horror would be received, so it was originally going to be a single-set Spring release.

Yup, it’s Innistrad block - see this article below. Innistrad switched with “Unnamed Puzzle World Block” and then Avacyn Restored replaced Puzzle World entirely.
