In the aftermath of the USS Odyssey’s destruction, Starfleet was concerned that both current and upcoming capital ships would be vulnerable to the Jem’Hadar threat. With Dominion fleet composition then unknown, there was no guarantee that the attack ships encountered were the only type fielded.

Voyager completely missed the culture change which is why the ship is so chaotic compared with contemporaneous Starfleet vessels in the Alpha Quadrant. The return of of “naive innocence” is also why so many people were happy to see the 1701-D in Season 3 of #Picard (2/2)

In Procurement we call it 'the carpet era', because no one says that they want to return to the 'naive innocence era', especially when they do. This means that bureaucratic fights over carpets on ships becomes vicious as both sides understand that we're not really fighting over carpets. (1/2)

Do you think that this culture change might explain, in-universe, why we saw so few other Intrepid-class Starships during the Dominion War? I know IRL it was because they didn't want people confusing them for Voyager, but you'd think for speed alone, Intrepids would've been on the front lines.

I definitely think the Intrepid was meant to be a fast mid-range exploration cruiser and as we saw with the USS Bellerophon in #DS9, they ended up being VIP taxis cause they had speed, but no real firepower
