It's been a while since I have had to deal with licensing at scale, but... VSCode is free? As in, you don't buy licences for it, so how could there be 250? And what difference would it make, given the lack of cost?
Call me cynical (you'd be right), but I can't help but think that this is bollocks.
There’s a version with some MS-specific customisations that tends to get bundled in with all your other MS licences, with a cost per head of essentially nothing. Having licences is mostly a way of limiting numbers who can dick about with MS.
