Moving water from the Colorado and NorCal uses a lot of energy already.
Expanding Stormwater capture in our basin because of lack of unpaved but clean spreading grounds. Unlike Asian cities, there is no political will to depave and move people in existing homes to high and mid rises. Nor to remove freeways
There's a large ocean conveniently located for local use.
It's common wisdom that moving water is the #1 load on the CA grid. Never checked personally.
