Controversial - is that your opinion? You know, if you start the conversation with a biased opinion, you'll get people who agree and fulfill your biased opinion.

Maybe do a piece on how art is often controversial and San Francisco is very tolerant of artistic expression.

Petaluma hated it and sent it to San Francisco, opening the door for SF to send a reviled piece of public art to Petaluma.

This represents a magnificent new way to contest inter-city rivalries. Instead of sports, or mayors making silly bets, cities send one another ENORMOUS PIECES OF ABUSIVE ART!
