1) fewer international missions
2) the support for UA cheaper than budgeted
3) It has been slower to recruit new staff than planned

All countries will need a lot more than the best of the best, but they will all need to ramp up training capacity to do so.
Until now, the US has however opposed such initiatives, claiming they would undermine NATO. How ironic!
