I think clothing optional works with rules like, the pool/swim area is nude only. Especially if it’s a naturist space nudity is largely expected but people are usually tolerant of someone throws something on.
I'm not really the one to ask since I'm usually the "designated nudist." In reality, it comes down to the person. I've been to "nude-only clubs" before were people still wore clothing. The world is "clothing optional" and most people choose clothing. The real question is, why highlight the nudity?
My thoughts are that there should be a reason you are at a clothing optional beach as opposed to a standard beach.
Someone in your group should be undressed in a way that wouldn't fly otherwise. A single nude man or topless woman in a group makes sense. Otherwise it seems like you are there to look
Agreed if no one in your group is at least partially nude (though I’d argue a topless woman isn’t nude if a topless man isn’t) then you’re just there to gawk.
Tough one, might be easier for first timer (especially women) to have the clothed option...but this can become welcoming to voyeur...
Ideally everyone should be able to dress (or undress) as they want...but we're not in an ideal world unfortunately
These questions never have answers really.. It's crazy that people still think that be naked is horrible or bad, but at the same time if you are brought up that way, That's the only way you know.. so as everything else in life? I would say no

1) Textile spaces where nudity is not permitted;
2) Clothing optional spaces where one is free to choose what to hide and not be judged (i.e., optional means optional); and
3) Nudist spaces where nudity is required.
(#3 is dying out and changing the nudist culture for the worse.)
