We could get storm surge if the low tracked onto the coast, but in this case, it is stalling too far out to sea to cause significant surge on the coast. The causes of extratropical cyclones differ enough from hurricanes to make the distinction significant.

It’s because of how it gets its energy. Hurricanes are generated by warm waters, this is being fed by temperature variants that are causing rotation. Also not talking of storm surge because this acts like a vacuum where it sucks the wind out, not pushing water in to our shores.

not a meterologist, simple answer is that the names of the storms are based on which ocean they happen on. "classified as a hurricane, typhoon, or tropical cyclone, depending upon where the storm originates in the world." https://oceanservice.noaa.gov/facts/cyclone.html
