it's actually not that fantastic in the stats, and in my head it makes sense; zoe's damage is all frontloaded, so she wants as much damage as possible at the start of the fight rather than throughout the fight. Silco also naturally gains AP just by casting, so he prefers attack speed/dmg amp imo
