well there's only two significant cities in saskatchewan and you can look up their avg temps for yourself - you'll find that neither get that cold very often.

I am from there and have been back a few times in winter , they don't clear the snow they just put sand over it to make it drivable for cars .

My husband is from Saskatchewan by the way. People don't bike here in the winter on the Saanich Penisula when it snows. I love you bike people thinking you are saving the world. Bless your little hearts.
