I should have specified a little better, I'm running mono blue in MTGA. The deck consists of the 2nd card draw mechanic, so even on the opponents turn, I'm getting two card draw. Thoughts?

Depends if you run a lot of instands and socerys baral is really good honest i would probably play both

It has a solid amount of counter spells, but no sorceries. Also, I'm running like, 3 howling mines. Lol.
