Austria has a permanent neutrality policy and engages in peacekeeping duties much like our own.
Similarly, a capable military is not contingent on NATO membership, as Sweden showed.
I would be happy if it did but it would be politically problematic.

Ireland is a prisoner of its geography in the sense that it could (in its history) have only ever conceived of Britain as its threat. It built its threat response around the concept that it would only ever be engaged in asymmetrical guerrilla warfare....
