Biden's lack of clear and rapid resolution re. Ukraine will be part of the proliferation resurgence ("See what happens if you give up nukes in exchange for "guarantees"?)...

...But Trump's stance on the help (and his machinations) is what seals the deal. "US will be slow and incdecisive" is still better than "US will cut you off for internal political reasons."
At the same time, LNukes make you immune" is clear as well.
