I'd like to seen it re-labelled from "Trumps spending target" to like "EU-Evolvement target" and not should be determined by who sits in the White House. Rather by the sheer necessities of time in regard to the surroundings, going from worst-case scenarios.

Yeah, the article doesn’t even indicate their decision has anything to do with Trump? I imagine they were likely already planning on expanding defense spending to that level.
Well, it obviously makes a good headline. Trump triggers🤷♂️.
And, to be fair (very unTrumpy, i know), it has been him bringing up 5% in the 1st place.
But, as he creates the threat kind of hisself, i see no reason to give him any range nor credit in this regard.
