that usually must result in sanctions from the EU because of violating EU laws within a EU member. Will the EU Commission or the European Court for Human Rights react? I doubt it...
I'm sure they will react, the problem is it will take time. Poland's learned it the hard way when Polish local governments in order to show an even greater support for the Law and Justice Party then in power starting declaring LGBT free zones. The EU pressure and funds withdrawal helped.
I am not entirely sure that is going to work as intended. He probably cannot gain anymore votes. I suspect that the opposition sits on the possibility to gain the majority of new votes.
Another wide spread guess, that this is a trap to see how the biggest opposition leader will react and if they can call him pro phedofilia (Fidesz deliberetaly erases the line between that and LGBTQ+).
