Did USA agree to treat returning immigrants with dignity and respect and not handcuff them, that was one of Colombia’s requirements but the press release is very quiet on that demand. That’s what started it, wasn’t it
Sounds to me like it was Trump that backed down. Colombia from my understanding didn't want to accept returning immigrants shackled and delivered in military planes. We'll see if they use military planes in the future. This has the earmarked of a face saving PR release.
