Did go back & read the EO. It’s a declaration to secure the Border. And you are right he does specify militarizing Federal Lands. Still, highly possible once they are well established that he’ll at some point move to secure the entire border and Eminent Domain comes back into play. Time will tell

The Posse Comitatus Act (PCA) prohibits federal troops from enforcing domestic law unless there’s a statute that allows it. It’s a critical check on presidential power, for an obvious reason: an army turned inward can quickly become an instrument of tyranny. 5/17

One way around the PCA is the Insurrection Act, which allows the president to deploy troops to quell civil unrest or enforce the law in a crisis. Trump has indicated that he might invoke the Insurrection Act. But in the meantime, he appears to be trying a different approach. 6/17

There’s a little-known loophole in the Posse Comitatus Act called the “military purpose doctrine.” Basically, if the military’s actions have a primarily military purpose, they don’t violate the PCA even if they have an “incidental” law enforcement benefit. 7/17
