Howard is 85 years old. He can't hear at all anymore but has developed a sort of primitive sonar like a bat so he can still respond to broadcasts on the 2GB band.

If you're old enough to remember his government, he's unlikely to change your vote, and otherwise he's just this old guy who got voted out back in your parents day. In the last 3 campaigns rolling out Howard didn't do anything of note, except for the press noting that Howard had been rolled out.
