Don't know about the sanctions aspect but UNCLOS vessels have right of passage through territorial waters of another country...exercising right of passage must undertake continuous & expeditious passage through T W's & not engage in activity which does not have direct bearing on passage.

At its narrowest point in the Dover Strait there are no international waters, as I understand it.

Territorial waters extend 12 miles from the coast for both France and the UK and the narrowest point is 18 miles.

I'm not sure there are any international waters in the narrowest bit of the Channel. UK extended its definition of territorial waters in the mid-late 80's when it was trying to close down the pirate radio ships (Laser & Caroline)
