Why should Israel supply power and water to people who do nothing but plot to kill Israelis? What stopped Gaza's leaders from building their own power and water infrastructure rather than allocated their resources to killing Israelis?

Is it? The problem with Gaza now is that Israel refuses to occupy it, which is why Hamas keeps coming back. You're argument is conceived for the purpose of denying Palestinians and actual agency or responsibility. "They can't be held responsible because we've found a legal loop hole."
