Only outside of Japan. When the PlayStation launched in America the Circle and X functions got switched. Japanese domestic releases continued to use Circle as confirm through the PS1’s life. You can see some games that came over that didn’t get updated to international like FF7 using O to confirm.
Interesting! I do remember in Ratchet & Clank (so this would've been much later) how the confirm options for saving the game didn't meet the standard set by the rest of the game, apparently because it was a specific requirement set by Sony. Perhaps because of the Japanese release of the game?
