It depends, a moist 0°C here on the Swedish west coast had a Swedish friend from Northern Sweden shaking and he has colder than -40°C at times. But yeah it's basically T-shirt weather there😉

I went to Mexico in early May. Never got below 80 during the day. All the school children were wearing sweaters.

I went to Helsinki once in November. Dressed warmly with thermals, padded coat, woolly hat etc. I had to find a public bathroom after about an hour to take off the thermals, and shove them and my coat into my bag for the day. It was pleasantly (and unseasonably) warm there.

Also Finns have roasting saunas, and they swim in icewater, so don't trust their opinions about sensible temperatures ever.
