My conspiracy theory is that editors gather every now and then for support group, so they just all send out papers close to the meeting to have something to update their progress and get support for the declines they receive.

My guess: seasonality in submissions (because of academic calendars and other demands on researchers' time) and seasonality in editor bandwidth (for similar reasons), which translates into seasonality in review requests.

Is it really that bad? I've noticed that lots of people seem to work around (imaginary?) deadlines like "get it done by the end of the year", but for some reason I didn't expect that this would be so perceptible from an editorial perspective (as many of us don't make our imaginary deadlines)

I think there’s quite a few factors that produce seasonality—in addition to general academic year, there’s also things like annual conferences and grant application deadlines that affect the focus and rhythm of people’s work.
