Friedrich said she appreciated Blackwell’s “attempts to answer the court’s questions.”
“The intent cannot evolve over time as new cases are brought to his attention,” Friedrich said, referring to Trump.
Blackwell claimed the Justice Department’s “understanding of the intent further developed,” which resulted in the flip-flop.
