More accurate to say that all states, or at least democratic ones, are shells, and the party in power is a hermit crab. So just as Trump radically reoriented the US state, the European far right could conceivably do the same with whatever the EU constructs.

All states are in effect Trojan horses. So while the EU must federalize to some extent if it wants to achieve strategic autonomy (at the very least with regard to debt for greater defense spending), it must recognize that whatever it builds today could be captured by the far right tomorrow.
