And sure, the final $ was smaller than the aspirational American Jobs Plan, but still amounted to the largest climate package in history -- making Biden the most significant US (& maybe beyond) political leader on climate.
But Biden was foremost a climate president. His industrial policy approach was legislatively viable - and I expect more politically durable than a carbon tax-based one.
