But yeah, it's all the same, if it's not for legal reasons, on the next page of the same playbook it says they'll detain you if they'll find something on you (planted) or they'll outright accuse you of being a spy.

It is entirely free to enter US from any country as long as you enter via a legal port of authority or border checkpoint and have a legal visa/ESTA.

It's the Russia Playbook. After all, this is precisely what Russia has been doing, use detained foreign nationals as change when they want something be done, or when they want someone to be released from a foreign prison because the person is needed for operations.
