This is further confirmed in IDW #20, where Tails states that he can at most attempt to make a decent knock-off of Omega's body.

My no prize for the Donkey Kong thing is that Eggman tech is weird in a way that's actually pretty normal for Mario's world, so Donkey Kong was proficient enough in Mario universe mechanics to fix him
