It would be a fascinating piece of journalism to explore why all or at least most of DMVs numbering works this way and seemingly only DMVs. When I realized other states than mine also did this, I was bemused.

The later one going before earlier I presume is due to issue-e.g. license vs registration

From what the security guy said it's an algo they use that sorts appointments by types and walk-ins by types and what desk will be available because only certain desks have the picture thing for instance.

I don’t doubt there’s a logic but where else has the seemingly random numbers? Yet all DMVs do
