Am I taking crazy pills? Grants are federal contracts, with terms, using funds that were authorized by Congress. Universities and other grantees need to hold the government to the terms of the contracts.

It seems like a key phrase is ‘to the extent permissible under applicable law’-ie, since these monies have been appropriated by congress, it is illegal to pause them, no?

Something being illegal doesn’t mean they won’t try, it means they’re saying “make me stop.” So they do this, it goes to the courts, we get an injunction, they appeal and then it’s up to SCOTUS to decide if Congress has any power anymore.

So what I glean from this is that the temporary pause will be permanent unless you can prove your research can make lots of money or be useful for the military... neither option particularly great
