Gentoo user here, I'd only suggest it if they were specifically dissatisfied with the control offered by other distros. Usually I find myself telling people NOT to use it.

Historically I recommended Debian: Poor out of box experience, but rock solid for folks aiming to become power-users/admins.

i use arch btw...but I would never recommend it to a new user! Mint and Bazzite are my usual recommendations.

i disagree by not recommending it to a new user. it helps a lot of people (including myself) to learn how to use linux *correctly*. Yes its difficult at the start, but I always give it as one of my beginner recommendations along side Mint and Pop!_OS

You check out the sites of a few of them, pick the one that sounds the one that fits your need best (I'd usually say and out-of-the-box one like suse, fedora, mint), run that for a year and with that experience you decide what to do next.
