I'm a pilot with engineering Ph.D., worked in both airline and tech industries. I can say there is absolutely zero chance, given the timing of the switch, that FAA had done any review to make the decision based on merits. I hope Verizon sue the hell out of it.

Not having seen either plan in detail, I can't say for certain that this is right or wrong technical choice.
Know enough about FAA caution and rule-based procedure to say that such a move would reek to high heaven.
