Kinda looks like a Verhees or a Dyke -- but no model I've seen. Wing placard reads "NO STEP". There's no legal registration signage on the aircraft. Even experimental aircraft need ICAO compliant regs. In the US that is FAR 45.29. Might be a model or a XWIP.

Kinda suspect it's not an experimental work in progress but rather a model, because it is missing a beacon and also seems to be missing landing lights and taxi lights. I also don't see any avionics antennas.

That's news to me! I'll do some investigation. I love air frames. I'm still super skeptical that it's a real aircraft. The missing lights and antennae are real tells. But who knows.

Also the fuel cap looks two dimensional and painted onto the wing. It doesn't look like it has any depth. But again, who knows from a grainy picture.
