i hope
"inviting" may be more "polite" or better "positioning" but I don't see "open to" as not valid or inaccurate
i'm sure they didn't mean it that way of course but i think the phrasing was a lil unfortunate
most magazines say "open to submissions" - it's fairly standard in the SFF magazine industry, whether brand new or reopening
which is not to say that the language cannot be improved; but currently this is common
