Here is the corresponding data for NSF with some key events marked...Remarkably consistent with the NIH data.

2. The pause in making new NSF awards was well before the "funding freeze" OMB memo, meaning that NSF acted on internal pressure in advance (or over-compiled based on Jan 20 or 21 EOs).
4. Awarding new $ did pick up on 2/10, but then with a later slow down, lots of new $ just yesterday, etc. So we'll see what happens next week...
