I read a piece once that said that in authoritarian / fascist / etc regimes, people who want to be cops, but could not make the grade to be real cops because of issues with attitude or intelligence, join these cop-equivalent forces and delight in terrorizing people.

Yes. They enforce regime-subservience through fear of reprisals. The key thing is to set up means to ID & isolate each of them, before they get into position of authority. ie fight them before they congregate.

If they're representing themselves as law enforcement but don't ID themselves or their agency, they should be presumed to be impersonating law enforcement for nefarious purposes and dealt with via established self-defense guidelines.

It might be worth it for anyone with these positions to have body cams or some other form of recording device on them. Of we can get faces of these Gestapo, we can get names. And if we can get names, we can get answers.
