Their moral and ethical boundaries govern their action - refusing to comply and waiting to be fired could backfire in the future when departments/companies are looking for strong moral compasses in the people they employ

It's understandable to resign rather than violate an oath, with which I agee. It's also what the administration ("they") wants, making purges easier.
