i think the basic problem is that the democratic party is substantially ruled by the dead hand of voters from the 1980s and insofar as it is not, it's ruled by the polls. that is: leadership is perpetually hunkered down to defend itself against a generational wipeout.

but once the Republicans won the house in 1994 due to the 1990 to 1996 recession being so long for unemployment (only six months for gdp)
Thus no social buy in past those generations, no grand bargain, just live the congress every 2 years, again and again
