The days when rent assistance and the COVID-19 moratoria kept evictions low are long gone. Last year, eviction filing activity saw a small drop compared to 2023, but in most of the locations we track, the numbers were as high or higher than in pre-pandemic years.

In the cities we have data for, there were almost 8 eviction filings for every 100 renter households during 2024. But eviction trends varied a lot when analyzing the data city to city and state to state.

Nine of the 35 cities in the Eviction Tracking System had filing rates above 10% in 2024, meaning at least one eviction filing for every ten renter households. In Phoenix, Arizona, landlords filed a record-breaking 86,946 evictions in 2024.

Many of the largest increases we saw last year occurred in fast-growing areas, particularly in the Sunbelt. Houston, Las Vegas, and Tampa joined Phoenix with similar trends in 2024.

But not all is grim. When cities took concrete steps to improve tenant protections, we saw evictions decrease. New York City and Philadelphia instituted these kinds of policies, and their numbers have remained low.

As we have seen in previous research, most landlords rarely evict; filings are actually concentrated in just a few buildings. In cities like Las Vegas, Charleston, and Albuquerque just 100 buildings are responsible for more than a third of all evictions.
